The idea is to create something similar to the carbon credit- there are satellites that can measure how much pollution a country/region emits in the atmosphere at any given time. It can also determine what species are released in the air. If the country releases huge amounts of pollutants it has to pay a penalty. If it keeps the air clean then it gets a credit. Those credits/tokens can be used on a global market in some form. Need to elaborate more on this latter aspect.
